About ERS
The Health Regulatory Authority (ERS) is an independent public body with administrative, financial, and management autonomy, and its own regulatory, supervisory, and sanctioning powers.
ERS’s mission is to regulate healthcare providers from the public, private, cooperative, and social sectors.
Its responsibilities include supervising the activities of healthcare providers, ensuring they meet legal and operational requirements, hold the proper licenses, respect patients’ rights related to access to healthcare, the provision of quality healthcare, among other rights, and operate with transparency of economic relations between the various healthcare providers, funding entities, and healthcare service users.
ERS operates under its Statutes, approved by Decree-Law No. 126/2014 of 22 August, and under Law No. 67/2013 of 28 August, which established the Framework Law on Independent Regulatory Authorities in Portugal, as subsequently amended by Law No. 12/2017 of 2 May and Law No. 71/2018 of 31 December.
